# マクロ/マイクロクレデンシャルの背景

これまで，高等教育機関が発行する証明書とは，学習者が一定のカリキュラムを修了したことを証明する卒業証明書や成績証明書などのマクロクレデンシャルと呼ばれるものが主要なものでした．

一方，マイクロクレデンシャルという概念が近年，導入され始めました．欧州委員会（European Commission) の[A European approach to micro-credentials](https://education.ec.europa.eu/education-levels/higher-education/micro-credentials)定義によると，マイクロクレデンシャルは短期コースや研修などの短期的な学習経験の学習成果を証明するものであると説明しており，知識やスキル等の習得を支援するものと位置づけています．

マイクロクレデンシャルは教育を提供する機関等が発行し，学習者の知識・スキルを証明するものですが，そのクレデンシャルをデジタルに信頼ができる形で発行できる仕組みを構築したものがオープンバッジです。

マイクロクレデンシャルの文脈でよく言及されるオープンバッジは，2010年に初期のプロトタイプが開発されました．構想自体は Mozilla と Peer2Peer University，マッカーサー財団の協力によるホワイトペーパーである[Open Badges for Lifelong Learning](https://wiki.mozilla.org/images/5/59/OpenBadges-Working-Paper_012312.pdf)で，2012年に[オープンバッジインフラストラクチャの公開ベータ版](https://openbadges.org/about/history)がリリースされました．

そして，現在，教育用システムの標準規格団体である[1EdTech Consortium](https://openbadges.org/)（旧IMS Global Learning Consortium）によるオープンバッジ標準規格の普及活動により，オープンバッジの関連機能開発が進められています．たとえば，国内で最も利用されているLearning Management System（LMS）である[Moodle](https://moodle.org/?lang=ja)でも[ver.3.8以降はオープンバッジの標準規格に沿ったバッジの発行が可能](https://moodle.com/news/certify-your-learners-with-open-badges-on-moodle)となっています．

そして，オープンバッジを発行・管理している団体・サービスも多く，たとえば、[Credly](https://info.credly.com/product/acclaim) や [Canvas Badge](https://badgr.com/auth/login)等のサービスではオープンバッジの発行機能や学習者がバッジを管理できるダッシュボードを提供しています．国内でもオープンバッジの発行・利用事例は増加しており，サイバー大学では文部科学省が実施している [数理・データサイエンス・AI教育プログラム認定制度 ](https://www.mext.go.jp/a_menu/koutou/suuri_datascience_ai/00001.htm)と連動して[学内のカリキュラム受講者に対してオープンバッジを発行する取組](https://www.cyber-u.ac.jp/faculty_course/open_badge.html)を実施しています．また，[デジタル庁はデジタル推進委員の資格保有者に対してオープンバッジを発行する取組](https://www.digital.go.jp/policies/digital_promotion_staff_openbadge)を実施しています.

このようにオープンバッジの発行は進んでおり，発行されたバッジの活用もされています．たとえば，Credly等のプラットフォームでは取得したオープンバッジをSNS上でシェア・アピールする等の機能が提供されています．
