# クレデンシャルに関する世界の公的機関/団体による取組

本ページでは，オープンサイエンスに限らず，クレデンシャルの発行を支援する公的機関および団体による取組について説明しています．

クレデンシャルの発行に関して，世界の公的機関や団体による取組は多く実施されています。たとえば，有名なクレデンシャルの発行サービスとして以下のようなものがあります．

1つ目の[National Student ClearingHouse](https://www.studentclearinghouse.org/)は，1993 年に高等教育コミュニティによって設立された成績証明書の発行サービスです。タナ―（2022）によると，元々，学生向けのローン貸付プログラムにおいて，学生の機関への在籍状況や成績情報を取得する必要があり，プログラム側と機関側で円滑に学生の状況を共有するための設立されました．1カ月から2か月ごとに，学生に関する情報をNatinal Student Clearinghouseのデータベースへ送る仕組みをとっています．この機関から提供された情報を利用して，学生は証明書の発行を依頼できます．また，提供された証明書が本物か，企業が検証するためのサービスも提供されています．証明書の発行に関するサービスは教育機関・学生ともに無償で提供されています．上記も含め，この団体に関する歴史的経緯等は，独立行政法人大学評価・学位授与機構が公開しているタナ―（2022）[ナショナル・ステューデント・クリアリングハウス ─アメリカの学位・学籍登録情報の保管と相互利用サービス─](https://niad.repo.nii.ac.jp/record/107/files/no11_06_yoshikawa1.pdf)で詳細に説明されています．

2つ目のthe [Association of Registrars of the Universities and Colleges of Canada（ARUCC）](https://www.arucc.ca/en/)が提供するMyCredsは，学習者の卒業証明書・成績証明書を発行・管理するためのMyCredsポートフォリオをというサービスを提供しています．世界的なクレデンシャルの発行・管理プラットフォームであるDigitally社と協力してプラットフォームを構築しており，検証可能なVerifiable Credentialsを利用，自己主権型DIDに沿った技術を実現しています．カナダ全土の多くの大学が参加しており，証明書の発行に関する費用は大学の判断によって有料か無料が選べます．

3つ目のSURFによるEdubadgeは，オープンバッジの発行に特化したサービスです．オランダ国内の高等教育機関のマイクロクレデンシャル発行を支援するプラットフォームであり，バッジの発行から管理するためのウォレットの提供まで実施しています，サービスに先行して，オープンバッジとマイクロクレデンシャルについてまとめたホワイトペーパーである[White paper on open badges and micro-credentials](https://www.surf.nl/en/white-paper-on-open-badges-and-micro-credentials)を作成しており，バッジ（学習を卒業証書よりも小さな単位に分割する），課外教育用のバッジ，ゲーム要素としてのバッジの 3 つのシナリオを紹介しています．これまでに2000以上のバッジが発行されており，単位数や教育レベルごとにバッジを検索することも可能です．

4つ目のProspects HEDDは，イギリスの[JISC（Joint Information Systems Committee）](https://www.jisc.ac.uk/)という非営利団体によって提供されています．JISCはイギリスやアイルランドの高等教育機関向けに研究データ管理に関するトレーニング等を提供しています．JISCのサービスの１つであるProspects HEDDは上記３つのサービスと異なり，クレデンシャルの発行は行わず，雇用主，人材紹介会社，大使館，大学の大学院入学チームが候補者の学位資格を確認する際に情報を提供するサービスです．資格や成績の確認だけでなく，出席日や英国の大学やカレッジが認定された学位授与機関であるかどうかも確認が可能です，これまでに50万件以上の検証を実施しています．このサービスの狙いとして，偽の学位授与機関を特定しており，これまでに243機関の偽の学位授与機関を特定しています．
